[alicebot-general] Program E utils

Hello everyone,
I have created a set of utils for Program E. The utils are

To install your database just call up newinstall.php in your browser

To reinstall your Ai database call up reinstall.php. This will drop your AI 
database and all its data and install a fresh new empty Ai database.

To teach your AI from the conversation log use list_Conversationlog.php. You 
will list conversation by user id. Select one and see its detail. Select a 
question and answered that the bot did not do well on and create a new aiml 
for it.

To change your Bots properties use Botsadmin.php

To load aiml one by one to avoid timeout use load_ai_safemode.php
