Jabberwacky uses a self-learning approach and even allows you to model
a bot after yourself for a price:

However, I can't see any specific applications (e.g., online dating)
mentioned on the site.
I tried the general self-learning chat bot here, but found it a bit lacking:

As for building better conversations, perhaps one might have a game
where users would piece together a conversation from earlier fragments
by others. Successful conversations would result in a reward of some
sort for those players. In this way, one might have more coherent
conversations in the online dating service for example.
