[alicebot-general] ProgramR: AIML in Ruby

Nice to see this latest entry to the big list of free/open source AIML 
interpreters.

By the way, the following descriptions are out of date:

* Program D: current version is 4.6
* J-Alice and RebeccaAIML have announced a "partnership" to merge their 
efforts, as I understand.
* Latest version of RebeccaAIML is 0.982.
* The libaiml site isn't there anymore.

Also, considering the widespread and long use of Program D, I'd be 
really glad to see it get more than the minimal description currently 
there, perhaps similar to the descriptions provided for the other 
interpreters/services.  A useful little text for extracting something is at:
