[alicebot-general] ProgramR: AIML in Ruby

Mauro Cicio has been developing, with two other developers, an open source
AIML parser implementation in ruby (www.ruby-lang.org) called programR.

ProgramR is usable but needs a lot of testing. The team are working on
performance optimization.
