[alicebot-general] Program D 4.6 (official)

The official release of version 4.6 of Program D is now available at 
aitools.org.  In addition to the many changes and enhancements already 
noted in the release candidates that preceded this, this final build of 
4.6 includes a couple of memory use optimizations, and changes to the 
script/batch files to make installation of listeners a little easier.
