[alicebot-general] Program D 4.6 release candidate 3

The third release candidate for Program D version 4.6 is now available 
on aitools.org.  This build has been provided primarily because it 
addresses some problems with URL resolution that were causing trouble 
for users of Tomcat on Windows.  Non-Windows users probably won't see a 
difference, but are advised (as always) to keep up to date in any case.
