[alicebot-general] Release of RebeccaAIML .983

Nice work Mehri.  I can barely keep up the news cycle with the
releases of Rebecca AIML.  It shows you how old fashioned I am still
living in the old monthly news release cycle of the past and haven't
caught up with the blog age.  I'm working on it though...
