The short answer is no. XML is just a markup language
-- it describes a way to structure plain text
documents, so that the document itself provides
information on its contents. Even if there was some
standard way for retrieving system information (like
the current date and time), you would still need an
interpreter to parse the XML document; in the end, it
would still be the responsibility of a systems
programmer to make it work.
