I think that this two phase process is against the "wiki" spirit, the ideas
are going to flesh themselves out once you give a basic framework (this
conveniently removes the need for someone to "approve" something, and could
therefore be better at capturing the state of the art). But oterwise, go for
it, post a link, let's see if the wiki dies or keeps growing.
