We need to change above function and add some logic after the waitForRollCall()
So far we've done this twice...Can we just take a vote to change or not chage the spec for the condition/Li tag?

The formal procedure is to propose a Resolution, have someone else 2nd the
motion, and then it must be passed by a majority of the members of the
committee.
Perhaps we should step back and take a Roll Call to see who is actively
participating in the Committee.
