[alicebot-archcomm] Spec for Li

Hello There,
here we are... :-)

the specs. says that it starts to compare <li> elements starting from 
the first list-item in order.
If a match isn't found, then return the contents of a defaultListItem 
<li> element and stop processing the condition.

Thus we can argue: if  there is no defaultListItem <li> element it does 
not return it, but returns an empty string.

Shall we consider to better define this in the specifications?
(maybe by adding a third point that says something like: if 
defaultListItem is not present return an empty string.)

What about saying that an AIML document is *not valid* if a 
defaultListItem <li> is missing from the conditional element?
