There are more talented inviduals who have high seniority than I do to be the spec writer.

However, if none of them step forward, and I am given the opportunity I would accept the volunteer position until someone more qualified decides to accept the position or for some reason I am unable to fufill the duties.

No one has volunteered, so it appears that the job will go undone until we
have the funds to hire a professional writer.  As I said before, spec
writing costs money.
