Hi Rich,
taking only a short glance I found:
http://staff.imsa.edu/~ckolar/mailman/mailman-administration-v2.html
Look for 'member_posting_only' - is it set to 'yes' on your server?
This should prevent non-members from posting.
But don't take this for granted, I'm not using mailman - just giving a hint.
