Officially we go by Parliamentary proedure, Roberts' Rules of Order.  You
have to write a proposed resolution, which gets debated by the committee. 
Then someone, not the sponsor, has to put it up for a vote, and someone
seconds it.  Then we allow a week for the members to vote, given the the
wide variation of time and space involved.

If the resolution passes by a vote of the majority of the members of the
ArchComm, or by  a simple quorum if some members choose to abstain, then
the resolution may be adopted.  Once adopted the resolutions go into the
next numbered round of the AIML standard.

Some members have expressed their opinion on previous votes that no
changes to the standard should ever be rushed through the committee
without given the fullness of time for discussion and contemplation from
every possible angle.  Some members have full time teaching and other
responsibilities as well that may require them to take more time for full
consideration of the lastest innovations and software standards.
