I support the idea of a webmaster team.
May I offer my help to do the administration of all the web stuff -
Apache config, (D)HTML pages, Perl-CGI-forms (i.e. donation or login) or
even PHP if necessary.
I have no experience with mailing lists or CVS, so this would be off to
other group members.
And another person - preferrable from your face-to-face community -
should handle all that linux stuff, thus being a kind of servermaster
managing the access to the server and maintaining it.

P.S.: Of course I assume, that we will continue runnning a LAMP
system...
