[alicebot-archcomm] budget

I'm beginning to realize that the "cooling off period" approach works really
well for some personality types, and very badly for others, like mine.

I can go along with "freezes" and "cooling off periods" if that helps the
other guy, but they almost always make it worse for me.  I would rather
fight it out, talk it out, get it off my chest, make love, or do something,
anything, than just sit on my hands and hope it goes away.
