Not until people change their attitude. You see, this would be -the- reason
for some people to have the bots destroyed in the first place. People are a
xenophobic bunch, easily scared by the unknown and the natural reaction for
most of them is to terminate the "threat". From there on you can easily go
down a spiral of violence (more sophisticated attacks, more defenses...) and
end up in some sort of robot war.
People like Warwick only see the consequence of this model of human
behaviour - they fear that humans will be eliminated once bots are 'more
intelligent' because 'more intelligent' means more dominant and intolerant.
What he fails to see is that people just aren't ready for somehting like
that, and will feel threatened (even if the bots are only marginally
intelligen) and will be the cause of their own destruction, not the robots.
