Interesting stuff. I couldn't find any direct info on what countries =
signed the 2001 papers, if any. The last update I could find was the =
U.S. signed off on the 1993 convention on the topic of international =
adoption (as in babies, not adoption of laws).

I think one of the scariest things about this is unending string of =
liability (i.e. your ISP's ISP can be sued). I think there needs to be a =
defined termination in the chain. It's like six degrees of separation =
gone insane.=20

the right to seek legal action across borders, but can't nessesarily =
enforce the court ruling.
